I had the same problem today, try this scenario for the problem:
I tried to backup only the system state with Server1, and then i moved the recoverd file which was some how small compared to other backups, anyway when i tried to make the restore on the other server called Server2, which have the same hardware, also the operating system which was installed from the same CD, after i tried to make the restore thing with Server2, i could not.
With some reasens like the system volume, and the system registery ,which are integrated with the system state backup, i think they made the problem, coz it had some reflections with the system volume,sytem registrey of Server2.
the reasone for this problem is:
The windons 2003 Server system backup does not provide the abiltiy to backup only the Active directory Data Base, so i had to find a thid party software that provides this utility after some reseachs with google i found this simple software which is cold "UMove", which has these capabilities:
1-Recover AD from a dead computer: Restore AD even if your computer will not boot.
2-Load only A

Load only the AD files, not the whole OS.
3-Load a damaged backup: Load AD from a damaged .BKF file or tape.
4-Do a planned upgrade: Do a clean upgrade to a faster replacement computer.
5-Recover from disaster: Quickly restore an entire Active Directory forest after a disaster.
6-Clone AD for testing: Copy AD to a test computer or virtual machine in your lab.
7-Move applications such as Exchange
